Background of Owner

Our proposals include the resume of Frank Spencer, the State-licensed Investigator, Qualified Manager/Owner of Tactical Alert Force. It’s a book… and probably one you don’t need to read. However, it does show the uncommon breadth and depth of experience upon which the mission of Tactical Alert Force and the services proposed in this document are based.

At first glance, one would see that for the 20-year period from the early 1980’s to after the turn of the century, Detective Spencer’s career was centered around information technology-related crime investigation, security, emergency/disaster preparedness and response, and disaster recovery. But this time period does not reflect a career in computers, it shows a career in security, investigative and emergency services that wound its way into the world of information technology. This includes considerable experience in the creation and operation of armed security forces and emergency response for critical facilities. Moreover, this time period itself is wrapped in a layer of varied law enforcement and emergency service experience.

Even as a kid, Frank pursued meaningful protective and emergency services. At the youngest age possible (12), he joined the U.S. Air Force Auxiliary, the Civil Air Patrol, as a cadet. Maintaining this status as he followed his military family’s movements around the country, he served in Civil Air Patrol wings in Ohio, Virginia, New York and California, and later in Maine as well.

In mid-1971, he was freshly graduated with a straight “A” average from the Los Angeles Police Department’s Occupational Skills Program, a condensed LAPD academy training course spread out over his senior year of high school. Still only 17 years old, he just couldn’t stand waiting another four years to be old enough to get into the action. Thus, immediately after high school graduation and still during the Vietnam War, he enlisted in the U.S. Air Force for a guaranteed job assignment of law enforcement. He was still so young that he was through basic and military police training and on the streets as a cop at one of the nation’s largest nuclear weapons bases three months before his 18th birthday.

The employment history section of his resume tells the rest of the story; a wide range of expertise stemming from a career of over 40 years in law enforcement, security and investigations. This includes service with municipal, county-level and federal agencies, a number of major private sector organizations and over 30 years as a State-licensed Investigator. Detective Spencer continues to enhance and expand these qualifications on an ongoing basis. Among other things, he became an EMT in 1989 (subsequently attaining SWAT Medic qualification), learned and instructed Light Urban Search & Rescue, and achieved State certification as a Hazardous Materials First Responder, Operations Level.

IMG_1174Detective/EMT-T Spencer has served his employers and community in countless emergencies, large and small. His experience ranges from taking immediate action at the occurrence of illness, injuries or accidents to response to major emergencies that have included floods, fires, earthquakes, extreme weather conditions, workplace violence, bomb/terrorist threats, riots and other criminal incidents or security emergencies. Much of this experience was gained during his military service in extreme Northern Maine, and almost 23 years of service in the Los Angeles metropolitan area from 1977 through 1999.

Frank has an innate penchant for effectiveness, thoroughness and quality, and has always striven to do the most and best he could in every capacity in which he served. This is clearly demonstrated by the very long list of special credentials and professional affiliations that appear as the last three pages of his resume. His philosophy and values are reflected in the service mark he created for Tactical Alert Force:
